HR Consultants/Project Manager

This is a Contract position where Project Manager/Sr. HR Executive will oversee a team establishing and implementing the following:

Organization Analysis and Design The Contractor shall conduct high-level organization analysis and design studies, on an ad hoc basis, to determine if organizational configurations are postured to meet program goals and objectives. Such studies may include the requirement to conduct benchmarking studies with other organizational entities with similar program goals and objectives.

Human Capital Operational Support - The Contractor shall provide human capital operational support in the areas of position classification and position management, staffing and recruitment strategy development; training and development strategy development; employee relations strategy.

Position Classification and Position Management - The Contractor shall review position descriptions for accuracy, rewrite position descriptions and develop from scratch position descriptions to meet new program or organizational requirements. When reviewing, rewriting or writing position descriptions ensures that such issues as supervisory to employee ratios are considered; the number of supervisory and managerial positions is consistent with sound organizational and operational requirements and practices.

Performance Management The Contractor shall provide support to the performance management program of the department by developing key performance indicators that are aligned with departmental goals and objectives; developing training and development goals and objectives that are aligned with the requirements of individual positions and individual levels of development; developing performance enhancement strategies to improve the effectiveness and efficiency of the workforce. Assist with the development of staff reward and recognition program development

Staffing and Recruitment - The Contractor shall provide support to the staffing and recruitment program by developing selection criteria for both internal and external selections; developing recruitment strategies for selected occupations; developing staff retention strategies especially for highly skilled occupations; and developing short and long-term goals for recruitment

Onboarding and Transition Services for New Managers and Leaders - The Contractor shall provide support to new managers and leaders by conducting one-on-one sessions outlining not only the requirements of their position but to assist in the acclimation to the DC government working environment; requirements of their positions; contracting and procurement rules and regulations, budgeting issues, human capital requirements

Training and Development The Contractor shall provide support in the development of staffing development programs including certifications in position specific requirements such as technology software, fleet certifications, human capital certifications, and other position and program specific requirements. Support provided might include the development of strategies, the establishment of relationships with unique service providers, the establishment of partnerships with local institutions of higher learning, businesses or other jurisdictions

Program Operation Strategy Development The Contractor shall provide program operation strategy development support by conducting one-on-one strategy sessions or group strategy sessions. These sessions can be one time only, regular and recurring such as weekly, monthly, and quarterly and might cover a wide range of topics or issues. The one-on-one sessions may be viewed as "coaching" sessions since oftentimes these sessions might relate to individual specific issues as opposed to organizational or program issues.
