Security Clearance: Public Trust

REQUIRED
  • J.D. required
  • Excellent legal research and writing.
  • Experience working as office manager, planner, or coordinator; analytical skills; excellent oral and written communication skills
  • Experience in dealing with the public
  • Familiarity with HHS processes
  • Moderate familiarity with legal authorities enforced by agency,
  • Confidence and finesse in dealing with the public
  • Real-world professional experience
  • Ability to absorb a lot of subject matter, think independently, apply law to fact, and measure their responses to the general public in line with the agencys enforcement postures on each legal authority implicated
  • Willingness to consult with current internal issue guidance and/or internal subject matter experts to ensure accurate and efficient responses to the public and parties of complaints


DESCRIPTION
  • Serve as right hand to Director of Enforcement, acting as liaison to team of Attorney-Investigators at HQ and in Regional offices; responsible for drafting legal memoranda as required and applying knowledge of the statute.
  • Utilizes independent judgment, works independently, plans and carries out the day-to-day management and program work of the office. Provides technical and analytical support to the Deputy Director, Enforcement. Researches, analyzes, and produces fiscal impact reports for potential meetings and travel and their impact to the Office of Civil Rights (OCR)budget.
  • Provides technical and analytical support to the Deputy Director, Enforcement. Researches, analyzes, and produces fiscal impact reports for potential meetings and travel and their impact to the Office of Civil Rights (OCR)budget. Researches and authors memoranda of law, with particular concentration on Health Information Privacy and Portability Act (HIPAA) and the Security Rule.
  • Assists Program Information Resource Analyst (PIMRA) with analyzing the accuracy of data in the Program Information Management Systems (PIMS) database.
  • Provides data for use in project analysis and planning.
  • Collects, analyzes and summarizes statistical data related to OCR performance plan activities.
  • Plans, schedules, and coordinates internal and external meetings, working with HHS conference services and with other agencies.
  • Develops meeting agendas and materials for high level meetings.
  • Provides assistance on sensitive and confidential issues.
  • Produces reports using EHRP, etc., for management analyst for Human Resources.
  • Processes incoming and outgoing correspondence, reports, memoranda, and other forms of written communication.
  • Maintains and generates reports for regional office correspondence and document management and control.
  • Assists general public with civil rights issues as they pertain to the OCR.
 RequirementsDESIRED
  • Knowledge of and experience with Health Insurance Portability and Accountability Act (HIPAA) Act of 1996 and using this knowledge in performing tasking
  • Experience in Title VII of the Civil Rights Act, and/or Section 504 of the Rehabilitation Act, and/or the Americans with Disabilities Act and/or the HIPAA Privacy and Security Rules
  • Experience reviewing and analyzing documents
