This position is located in the Office of Biomedical Advanced Research and Development (BARDA) with the Assistant Secretary for Preparedness and Response (ASPR), Department of Health and Human Services (HHS), in Washington, DC.

Incumbent manages a complex acquisition process by coordinating through functional areas providing technical oversight of the manufacturing, testing, clinical and non-clinical, regulatory, and qualify aspects of advanced development and acquisition programs; responds to scientific and technical developments; provides scientific and program management expertise in identifying, addressing, and coordinating biodefense research initiatives relevant to development of assigned vaccine, chemical, biological, radiological, nuclear threat or other medical countermeasures including, where pertinent, novel means for countermeasures; prepares pre-negotiation objectives, and other pertinent documents for the contract file necessary to ensure compliance with the Federal Acquisition Regulations; provides periodic and effective communication of procurement contract administration objectives, plans, and progress.
QUALIFICATIONS REQUIRED:Back to topIn order to qualify for Health Scientist, GS-601-14, you must meet the BASIC QUALIFICATION REQUIREMENTS as listed below:
Have a degree/major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.
In addition to meeting the BASIC QUALIFICATION REQUIREMENTS,you must also meet the ADDITIONAL MINIMUM QUALIFICATION REQUIREMENTS as listed below:
Have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, coordinating an integrated systematic approach to the development and purchase of the necessary vaccines, drugs, therapies, and diagnostic tools for public health medical emergencies. These public health medical emergencies include chemical, biological, radiological, nuclear agents, pandemic influenza or other emerging infectious diseases.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
