There is one (1) vacancy located in Washington, DC. You will serves as a Program Analyst Officer with the Department of Defense (DoD)/Department of Veterans Affairs (VA) Interagency Program Office (IPO).  You will serve as a first line supervisor, a program analyst, and advisor to IPO management who continuously evaluates and manages programs under the assigned area of responsibility. You will perform a wide range of analytic and advisory functions concerning manpower planning and the development of programs to ensure the recruitment and retention of a workforce which possesses the skills and experience necessary to meet the offices mission requirements

Major Duties:

  • Provide extensive analyses, coordination, preparation and consolidation of responses to a variety of administrative and managerial action items based on knowledge of the organizations programs.
  • Prepare and implement a variety of revisions to existing written policy and conduct orientations as required to ensure procedural changes are fully understood.
  • Use extensive, complex analyses and development techniques, and provide sustainable recommendations on courses of action based on knowledge of the project process.
  • Works with Director and staff to interpret guidance and develop plans of action to execute intent of that guidance.

Time-In-Grade Requirement:  If you are applying under merit promotion procedures, you must be a current Federal employee and have at least one year or 52 weeks at the next lower grade level by the closing date of this announcement.  The grade may have been in any occupation, but must have been held in the Federal service.  An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

For the GS-14, you must have at least one year or 52 weeks at no lower than the GS-13 or equivalent grade level.  You may need to submit more than one SF-50 to clearly demonstrate one year or 52 weeks time-in-grade at the next lower level.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

For the GS-14 grade level, you must also have one year of specialized experience equivalent to the next lower grade level (GS-13).  Specialized experience includes managing project implementation, monitoring milestones, progress, interdependent actions and conflicting events; developing and maintaining spreadsheets and databases to reflect current organizational structures and strength accountability that accommodates various reporting requirements; analyzing, evaluating, and identifying developmental and training needs of employees, providing or arranging for needed development and training; compiling, analyzing, and manipulating data from multiple sources to develop briefing and reporting documents.

Note: A full year of work is considered to be 35-40 hours of work per week.  Part-time experience will be credited on the basis of time actually spent in appropriate activities.  Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

  • Skill in advising management and recommending solutions for HR and staffing programs, personnel and administrative related activities.
  • Knowledge of the concepts, principles, and regulations related to HR, personnel and administrative actions.
  • Ability to supervise the work of HR and administrative support staff, breaking that work into appropriate components and monitoring work production.
  • Knowledge of communicative techniques to effectively and diplomatically interact with internal and external customers.
