JOB SUMMARY:
The Administrative Office (AO), an agency of the Judicial Branch of the Federal government, is committed to serving and supporting the Federal court system of the United States. The AO provides a broad range of legislative, legal, financial, technology, management, administrative and program support services to the Federal courts.
The Administrative Office of the U.S. Courts is seeking a dynamic, exceptional leader to serve as the Chief of the Office of Administrative Systems. This position is classified and paid in the AO Executive Service (AOES). Salary is set commensurate with experience. Benefits are available in accordance with Federal and Judiciary guidelines.

The Chief, Office of Administrative Systems (OAS) reports to the Associate Director (AD) of the Department of Administrative Services (DAS). The position has oversight and management responsibilities for the AOs administrative system applications, including but not limited to automation and information technology systems such as, human resources and payroll software, including HRMIS (PeopleSoft), financial software, including FAS4T, JIFMS (CGIs Momentum), electronic document management software (including Documentum), InfoWeb, OSCAR, financial disclosure software, and other AO applications.
The ideal candidate will have high-level knowledge and skills to serve as the administrative/information technology services program expert on all phases of systems development, design, testing, implementation, and maintenance to include management of hardware and software applications, and technology changes. In addition, the ideal candidate will have significant experience managing program related budgetary, personnel, procurement and policy matters; and outstanding diplomacy, analytical and organizational skills; and a demonstrated record of effectively managing the life cycle of information technology systems collaborating across functional lines. The duties of this position include, but are not limited to:
Providing expert day-to-day direction and guidance to program staff. This includes providing oversight and management of a wide variety of information technology projects and tasks at the agency level supporting AO administrative systems and liaison with other agency programs in support of the courts and the judicial system;Providing oversight and management of administrative/information technology systems development, implementation, and maintenance to include design, analysis, testing, programming, enhancements, maintenance of hardware and software applications, and full life-cycle management;Managing and directing the administrative/information technology systems program budget, personnel, procurement, policy, and other resource requirements;Assigning work and making decisions on work matters presented by program supervisors and staff with responsibility for ensuring development and implementation of accurate, complete, and timely program work, products, and services that align with mission requirements;Attending and participating in meetings conducted by and on behalf of the AD;Establishing priorities; identifying solutions; developing short- and long-term program and project milestones and timelines; and ensuring deadlines are met;Working in close cooperation with the AOs Department of Technology Services to ensure that administrative systems comply with Judiciary-wide architecture, software and security requirements; and Working collaboratively with the other offices in the Department of Administrative Services to ensure that systems meet the program, policy and training needs of these offices.QUALIFICATIONS REQUIRED:Back to top
Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Applicants must have at least one year of specialized experience (preferably at least three years) equivalent to the GS-15/JSP-15/CL 31, or PB-2F level which is in or directly related to the line of work of this position.
Specialized experience is substantive work experience in overseeing and managing agency level administrative/information technology systems, software and hardware products meeting and/or exceeding life-cycle management requirements with responsibility for the related budget, personnel, contract, and procurement matters.

Technical Qualifications: The ideal candidate will have:
Expertise in strategic concepts, policy, programs, plans and systems, and policies, regulations and procedures that govern administrative/information technology systems.Significant experience coordinating, evaluating and integrating the work of others into a cohesive final product, which accurately reflects leadership and mission requirements for a wide variety of administrative/information technology systems.
