As a Cultural Property Researcher, located in the Cultural Heritage Center, Bureau of Educational and Cultural Affairs (ECA), you will conduct background research of specifically assigned cultural property requests and existing bilateral agreements from countries primarily in Latin America.

- Conducts research on cultural property laws, regulations, illicit trade, looting, and other aspects concerning the protection of cultural property.
- Collaborates with Foreign Service Officers in Latin American countries to ensure effective execution of program requirements.
- Monitors the implementation of agreements with bilateral partner countries.
- Coordinates with national and international officials and decision-makers to define and discuss a myriad of politically sensitive issues, advocate the U.S. position and achieve United States Government (USG) policy objectives.
- Proposes policy recommendations for Bureau principles.
- Drafts reports on cultural property protection requests and existing bilateral agreements.

Applicants must meet the Basic Requirement, Selective Placement Factor, AND Minimum Qualifications listed below.
Basic Requirement: You must meet one of the following (I, II, or III)
I. A bachelors or higher degree in behavioral or social science; or related disciplines appropriate to the position.
II. A combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
III. Four years of appropriate experience that demonstrates having acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Selective Placement Factor:
Applicants must have experience conducting independent field, laboratory, or museum-based research on cultural heritage of countries in Central or South America.
Minimum Qualifications:
GS-12: At least one year of specialized experience, equivalent to the GS-11 in the Federal service, that included conducting archaeological, anthropological or historical research on cultural heritage of countries in Latin America; interpreting cultural property laws, regulations and international practices for cultural heritage protection; researching incidences of illicit trade, looting, and other aspects of international movement of cultural property; and collaborating with stakeholders in Latin American countries to plan, evaluate, and maintain cultural heritage protection programs; OR possess a Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to perform the duties of this position; OR possess a combination of the specialized experience and education listed for minimum qualifications that when combined totals at least 100%. (If minimally qualifying based on a combination of experience and education, only graduate education in excess of 2 years may be combined with experience.)

Time-in-Grade: Current and former permanent Federal employees must have served 52 weeks at the next lower grade level of the grade level being filled for this position.
