Duties: In this position you will serve as the Safety and Occupational Health Specialist (GEMS Coordinator) located in the Safety Office. The incumbent serves as the on site environmental advisor and coordinator to management by performing functions that include: Planning, organizing, leading controlling and evaluation of the (Green Environmental Management Systems (GEMS) programs, policies and training for all staff as required to meet all Veterans Administration (VA) and Joint Commission Accreditation of Healthcare Organization (JCAHO) guidelines.
- Conducts the annual Hazard Vulnerability Analysis
- Coordinates annual GAP analysis and environmental audits.
- Plans, organizes, implements, oversees and assistance for project(s) or resolve environmental problems.
- Research complex occupational health laws and regulations recommends changes or modification to polices.
- Provides technical expertise for the design, modifications, operation and maintenance of VA Medical Center facilities and infrastructure to ensure compliance with environmental regulations.
- GEMS Coordinator is a backup for the Safety Officer

QUALIFICATIONS REQUIRED:Back to topTime-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. 1. Knowledge of environmental principal;principles, safety and occupational health practices, methods techniques, engineering concepts, procedures, standards, regulations and policies applicable to this Health Care System environmental policies, procedures and systems.
2. Skill in communication orally and in writing with employees at all levels of the facility people from other federal and state agencies, and the public in order to develop and implement environmental policies, procedures and systems.
3. Ability to conduct environmental pollution control studies and surveys and investigation compliance with environmental regulations.
4. Ability to measure the effectiveness of existing, environmental programs and recommend additions to environmental program as needed to meet changing environmental requirements.
5. Knowledge of training technique sufficient to conduct training for all levels of VAMC staff on the concepts and procedures involved in GEMS.

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
AND
CertificatesCertification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.
