UIC Technical Services (UICTS) is an Alaska Native holding company owned by Ukpea?vik Iupiat Corporation (UIC). UIC Technical Services is based in Alexandria, VA. UICTS and its Bowhead family of companies provide our government and private sector customers expertise in areas such as program management, systems engineering/integration, logistics/supply support, software management/development, IT services support, aviation logistics/performance based logistics (PBL), configuration management, risk management and training/simulation support.

Bowhead is looking for a responsible Speech Writer in Washington, DC. The candidate will develop speeches, briefs, and talking points for the Administrator, Deputy Administrator, and Senior Civilians of the National Highway Traffic Safety Administration. Incorporate the current political administration message with defined agency goals as all speeches are cleared politically with OST. Speeches vary from behavioral to vehicle safety messaging and are to various audiences that generally include the public, the law enforcement community, state-level safety partners, the automotive industry, national and local press, and others. Script out press events that include other principals. Write introductory remarks for the introduction of NHTSA principals. Write speeches and messages for internal use at NHTSA, including for awards ceremonies.

Research and write talking points, and/or remarks for the Office of the Secretary when called upon, including remarks for both the Secretary and Deputy Secretary. Serve as the speechwriting liaison between NHTSA program offices and the OST speechwriters. Web, video, other: Parlay the agency mission, vision, and strategies into other Office of Communication and Consumer Information (OCCI) products as requested, including video scripts for NHTSA principals to tape Bytes and B-Roll packages for the media, and talking points for media interviews.

Required Skills

Writer must be able to understand technical information and phrase it in clear, concise language for non-technical audiences. A background in journalism is desirable for a number of reasons: a) as assignments routinely come up with very short deadlines; b) writer must be able to extract key messages from a combination of sources--technical, political, and historical;, and c) writer must be able to create compelling imagery through language. Writer must be able to work independently and in partnership with the head of communications for the agency or customer. Writer must be resourceful and continuously looking for material to include in speeches (i.e., quotations, proverbs, stories, historical facts). Writer must be able to write in a variety of different speech-product styles, including video and audio scripts, media talking points, web messages, etc. Proficient in Microsoft Office.

Must be able to obtain a Public Trust. Required Experience

Bachelors degree or equivalent with minimum of 10+ years relevant experience.

Candidates must pass a Non-DOT pre-employment drug screening, and must follow all Non-DOT Drug and Alcohol Testing Program Requirements.

All post-secondary education listed on a Candidates application and resume must be verifiable, including but not limited to dates of attendance and degree/diploma awarded. Post-secondary education includes any courses taken through an accredited college or university in pursuit of a degree.

UICTS/Bowhead will check the motor vehicle records of any job applicant where driving may be required or where a rental car must be obtained for business travel purposes.
