RESPONSIBILITIES AND DUTIES:

Food Security and Agriculture Value Chains Senior Manager

Announcement:

International Resources Group (IRG), a wholly-owned subsidiary of Engility Corporation,seeks a Food Security and Agriculture Value Chains Senior Manager to work on food security and agricultural development within its Environment and Natural Resources Division in our Washington, DC Headquarters. The Senior Manager will play a central role in expanding IRGs work in agriculture and rural livelihoods. The position provides management and technical expertise for project oversight, technical contract compliance and business development activities. This position reports to the ENR Division Director and works in close collaboration with other Division members, project partners, clients and other IRG Divisions.

Responsibilities:

The Senior Manager will be a central member of a team within IRG that delivers business-driven food supply chain solutions that contribute to food security, resilience and economic opportunity among vulnerable populations. He/she will be expected to take part in business development activities in support of IRGs food security work, participate in delivery of technical analyses or technical activities, and support and or overseas project management. He/she will have prior work experience on agricultural issues in Africa. More specific interventions are identified below.

Business Development (50%)

  • Lead pre-positioning and technical proposal efforts through capture of at least 3 agricultural projects per year
  • Write proposal sections as part of proposal teams in pursuit of new business
  • Represent IRG at meetings, teleconferences and in communications with current and prospective new clients.
  • Assist in the development and tracking of IRG marketing strategies and plans for new business development in the area of food security.
  • Participate in proposal review teams as appropriate.
  • Share knowledge to develop resources and tools within IRG, including mentoring junior IRG staff.
  • Participate in developing pro-poor, market-driven strategies and solutions.

Project Management: (25%)

  • Supervise activities of Headquarters professional and administrative support staff, assigned to specific projects.
  • Identify, organize and plan resources, systems and staffing of Division activities
  • Plan, manage and oversee project budgets and LOE expenditures.
  • Plan, manage and oversee preparation of primary project deliverables (i.e. work plan, training/procurement plans, quarterly and annual project progress reports) and timely submission to relevant parties.
  • Identify/anticipate long-range activities and problems/constraints of the project, key personnel and the client.
  • Responsible for meeting revenue, profit and billability goals

Technical Assistance: (25%)

  • Participate in short-term assignments as required on agriculture and food security projects, both domestically and overseas.
  • Provide technical expertise in the particular area of technologies supporting production or marketing of agriculture commodities
  • Interact with clients on technical issues associated with projects
  • Propose necessary activities and support design and implementation of innovations to improve outcomes and sustainability.
  • Identify opportunities for integration of cross-cutting issues into agriculture interventions including water and soil conservation, climate adaptation and resilience and clean energy.
MINIMUM TANGIBLE QUALIFICATIONS:
  • Minimum of a Masters degree in areas directly relating to agriculture (agronomy, agricultural economics, rural sociology and related fields) and the production, transformation and marketing of food and food products.
  • Minimum of 10 years of relevant experience in agriculture development, with at least five years experience working on issues in Africa (
  • Prior experience working on international/overseas assignments
  • Prior direct or indirect USAID experience
  • Proven track record writing and managing successful USAID proposals in agricultural development or food security.
  • Strong Microsoft Office skills
  • Willingness and ability to travel internationally, occasionally with short notice and for extended periods
PREFERRED QUALIFICATIONS:
  • Experience in the Horn of Africa a plus
  • Experience applying ICTs and geospatial tools desirable
  • Multiple language capabilities desirable
