Job Description
Overview:
The Electronic Countermeasures (ECM) Engineer is a subject matter expert who engages in all aspects of ECM program and provides expert guidance on ECM issues. The ECM Engineer supports U.S. Department of State (DoS) ECM requirements in multiple overseas theaters in potentially high-threat environments and may be required to deploy TDY to these locations in support of the ECM engineering effort. During overseas deployments, the ECM Engineer may be required to rotate between theaters and to multiple locations within each theater. The ECM Engineer will report directly to the ECM Program Manager and will support the engineering efforts of the ECM program.
The successful candidate will typically possess 5 - 8 years of successful experience in the ECM or a related field and successfully demonstrate key responsibilities and knowledge as presented below.
Primary Responsibilities:
- Develop complete ECM integration solutions and the associated bill of materials for each platform to provide a finished product to be properly fielded.
- Work closely with Contingency Communications Radio (CCR) engineers to ensure interoperability when applicable.
- Responsible to verify each platform can support the ECM system as well as other associated equipment and provide solutions when required.
- Develop comprehensive test plans as well as provide on-site DoS oversight during verification testing in accordance with configuration management protocols.
- Demonstrate and apply a broad knowledge of specialization through successful completion of complex assignments.
- Apply complex knowledge of fundamental concepts, practices, and procedures of particular area of specialization.
- Demonstrate knowledge of the organizations business practices and issues.
- Design complete ECM fielding packages to be provided to the ECM Program Manager to facilitate procurement and delivery to overseas personnel.
- Develop comprehensive tests and associated test plans with direct interaction and input with appropriate personnel to provide productive data and documentation to the ECM Program Manager. Testing oversight at multiple independent test ranges to ensure accurate execution of the provided test plans.
- Perform the full range of standard work for the professional field. Refer complex and unusual problems to others. Identify and resolve more complex problems and applies problem-solving skills in order to deal with most situations.
- Coordinate ECM efforts with DoS bureaus, diplomatic operations, the Department of Defense, private contractors, other agencies and organizations.
- Design practical and sustainable ECM programs for assigned regions. Recommend strategies to mitigate system vulnerabilities.
- Develop and conduct training for U.S. Government personnel and private contractors regarding the proper use, care, maintenance and preventative maintenance of assigned ECM systems.
- Research and maintain knowledge of current U.S. and host country laws, regulations and policies governing ECM.
- Draft and review technical statements of work (SOW) and proposals for installation, repair and maintenance of ECM equipment. Provide quality assurance oversight of such work.
- Perform installation, de-installation, system check-out, fault diagnostics and repair of all systems in a development or testing environment along with programming of all counter electronic warfare (CREW) systems.
- Perform technical inspections and repair to identify the cause of failure and determine parts required for repair. Repair will be documented to include serial numbers of equipment and vehicles.
- Complete complex material specification, schematic preparation and follow-up to ensure proper and effective implementation.
- Perform complex design, development, testing and modifications of solutions and perform explanations and clarify information to enable proper interpretation and evaluation of complex specifications, performance characteristics or other technical data.
- Communicate complex technical and commercial issues, and completes recommendations for complex new designs, processes, or design changes to meet requirements.
- Provide a weekly activity report; engineering activities, internal and external coordination, status of program designs, research activity on regulations and policies, status of drafts and reviews on technical SOWs and proposals, quality assurance findings and recommendations, development and conduct of training, installation, de-installation, technical inspections and checkouts, fault diagnosis, maintenance, repairs, and parts consumption and requirements.
- Perform other duties as assigned.
Supervisory Responsibilities:
The ECM Engineer will provide general guidance, train and support professional staff consisting of DoS, contractor and other employees.
Physical Demands:
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds. Medical conditions or physical impediments may disqualify candidates from overseas work where comprehensive medical care may be limited or unavailable, or where the condition or impediment would put the individual at unacceptable risk. Duties may be performed in an active combat zone where the employee would be required to seek shelter. There may be stress, psychological and physical hardships, and the possibility of living in field conditions associated with this position.
Travel: Overseas travel will be required up to 25% of the calendar year in high-threat areas. Domestic travel may be required for training and program coordination.
Work Location: The stateside work location will be in DOS Annexes in Arlington and/or Springfield, VA. The location of high-risk environments will be disclosed upon interview.
Work Environment: Full-time, 40 hour week usually under hazardous conditions when deployed in a theater of operations. Personnel meeting the provisions of Department of State Standardized Regulations, Chapter 650 – Danger Pay Allowance, and performing in a location determined a hazardous duty area are eligible to receive danger pay up to 35% over basic compensation.
Overseas Work Environment: Full-time, usually under hazardous conditions when deployed in a theater of operations. Personnel meeting the provisions of Department of State Standardized Regulations, Chapter 650 – Danger Pay Allowance, and Chapter 350 – Hardship Pay, are eligible to receive danger and hardship pay up to the prevailing percentages over base compensation.
Living Environment: Lodging, meals, medical and basic life support services will be provided while in a theater of operations , as well as the prevailing per diem rate for incidental expenses (I&E).
Job Requirements
Education/Knowledge and/or Experience:
- BS/BA or advance degree in a related field and/or equivalent combination of education and experience or
- Associate’s degree in related field or technical certificate in electrical engineering and 3 years experience
- Certification may be required in some areas.
- 5 years technical and related experience in the field of coordination and technical support for modern ECM systems; or possess knowledge of radio frequency (RF) theory and principle, and the effects of CREW systems operating in a high electromagnetic environment.
- Must understand insurgent Improvised Explosive (IED) emplacement tactics.
- Must understand strengths, weakness, and limitations of CREW systems.
- Ability to develop Techniques, Tactics, and Procedures (TTP’s) for deploying vehicles equipped with CREW systems based on the national, local, and immerging Remote Controlled Improvised Explosive Device (RCIED) threat.
- Ability to specify RF communication equipment compatible with CREW systems.
- Demonstrate a comprehensive knowledge of ECM systems used by the DoS, including the CREW-2 (Duke) system.
- Ability to establish and maintain intra-organizational and external contacts
- Symphony and EGON experience preferred.
- AutoCAD experience is also a plus preferred.

Security Clearance:
SECRET Level Required
- Must have a current US Government SECRET Personnel Security Clearance and immediately be eligible for a Top Secret clearance.
- Must be a U.S. Citizen.
- Must also be able to maintain a US Government SECRET clearance.
Medical Clearance: Must be able to obtain a DoS Class 1 medical clearance prior to employment.
