Director Fare Payments at Washington

Summary:

Under the general direction of the DGMA/Chief Financial Officer this senior leadership role will primarily oversee the deployment and implementation of a new fare payment system which includes the information technology, hardware and infrastructure and customer components of an electronic payment infrastructure for both Rail and Bus Operations and the customer service center component.

The Director will manage a matrix organization initially to provide support for the new fare payment system deployment and includes finance, customer service, fare distribution and media, Automated Fare Collection engineering and maintenance departments. Required to establish fare payment programs in support of meeting agency long and short range goals and objectives, sets practices, designs programs, analyzes needs and results, assigns duties and responsibilities, mentors and develops program staff and report results to the DGMA/CFO and any Executive Steering Committee established during the deployment of this project.

Major Duties:

General: Provides oversight and direct the performance and delivery of the payment program and operations by developing goals, milestones and strategic analysis for all payment programs.

Makes decisions and take action in a timely manner; oversee and analyze payment operations; actively participate as a member of the agencys management team in agency planning and development.

Develops and mentor staff by providing performance oversight and clarifying performance expectations; keep the agency CFO apprised of payment activities translate broad policies into practical, executable programs and actions.

Prepares detailed and understandable reports for various audiences; make public presentations; build and maintain key relations with contractors, partner agencies and E
Electronic Fare Payment: Provides leadership and oversight to facilitate successful program and project delivery for an open payment system and the transition of the legacy system.

Develops milestones, managing workflow and prioritizing staff program goals and strategic recommendations; ensuring staff successfully execute daily activities and special projects associated with the short and long term agency objectives.

Supports system life upgrades and replacements; maintain, upgrade, and coordinate replacement of program systems and equipment; identify current and/or potential system deficiencies.

Provides guidance regarding customer service processes and procedures.

Coordinates with partner agencies (e.g., jurisdictional transit operators) to ensure that program, operations and business requirements are met; manage the effective dissemination of information; and coordinate interagency agreements among the region s transit agencies.

Qualification Requirements

Graduation from an accredited college or university with a Bachelors Degree in Finance, Public or Business administration or a related field. Masters degree preferred. Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include four years managing an operation or program team and developing managers and supervisors; managing budgets, contractual and partner relationship management, presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to executive management and Commissioners.

Or, equivalent combination of post high school education and minimum of ten (10) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include four years managing an operation or program team and developing managers and supervisors; managing budgets, contractual and partner relationship management, presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to executive management and Commissioners.

Medical Group:

Ability to satisfactorily complete the medical examination for this classification. Must be able to perform the essential functions of the job either with or without reasonable accommodation.
