Construction Insp. - Trac Pwr. at Washington

POSITION SUMMARY:

This is technical construction inspection work to ensure compliance with plans and specifications involving traction power projects for the metrorail and capital improvement programs. The employee is responsible for ensuring that those aspects of each project for which he/she is cognizant are completed in accordance with approved plans and specifications along with approved methods and procedures. Employee receives assignments from and reports to a Supervisory Inspector who, based upon daily contacts, observations and records, evaluates employees performance as to effectiveness and completeness of preparation for daily duties and success in achieving contractors compliance with contract technical, workmanship and safety provisions of the contract.

EXAMPLES OF DUTIES:

Inspects all phases of traction power construction within his/her associated specialty. Typical construction work inspected includes: High voltage 34.5 KV metal enclosed AC switchgear and transformers; high voltage DC switchgear; 2000KW rectifiers; AC/DC high voltage bus ducts, conduits, cables and cable trays; control relays, wiring and panels; uninterruptable power supply, data transmission system, emergency trip station, insulating floor pads, rail snow melting system; and hazardous material removal in accordance with EPA regulations.

Verifies Contractors test program to include: Control lines, bus fault, eight car train test, near and far fault tests. Witnesses factory design and production tests for traction power equipment as required.

Monitors Contractors Quality Control System (CQCS) and verifies that the installation, material and equipment conform to contract standards. Records and reports daily construction activity as outlined in "Guidelines for Construction Inspection" and as instructed by supervisor. Conducts field surveys to detect potential problems and to ensure field changes are properly channeled and documented. Informs contractors field supervisory representative of non compliance with contract provisions; monitors corrective action. Investigates problems and initiates actions for their resolution to minimize work disruption. Verifies receipt of contractors material shipments and is able to reject defective or substandard material. Works independently with minimal supervision.

Observes installation and testing for compliance with applicable safety regulations as follows: Inspects for unsafe practices and notifies safety representative on site to take action to correct safety hazards. In emergency situations, stops the work and immediately reports the action to a supervisor. Performs daily safety inspections; prepares safety reports; and attends contractors tool box safety meetings.

Passes directly to contractors field representatives, as requested or as necessary, information that is related to plans and specifications and changes to the Contract. Ensures the contractor is working with approved shop drawings and up to date contract drawings. Records and maintains an updated set of as built drawings.

Assists the Office Engineer in preparing monthly pay estimate calculations and work to complete forecasts.

Assists the Resident Engineer in conducting substantial completion inspection (SCI) and final acceptance inspections. Prepares work lists prior to SCI.

Works various shifts and schedules as may be assigned and, from time to time, required; and, performs other duties as required and/or assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

In depth knowledge of the principles and practices of electrical construction and demonstrated ability to inspect a broad range of contract construction work related to traction power substations and tiebreaker stations and support equipment.

General knowledge of established industry test standards and procedures, codes and regulations such as: Local jurisdictional codes and regulations; National Electrical Code (NEC), ASTM, ANSI, NEMA and IEEE. Ability to effectively monitor testing of equipment by factory representatives and contractors and to witness and/or verify test results for all tests. Ability to read and analyze electrical schematics, drawings and diagrams. Able to perform in depth troubleshooting, evaluate problems and provide sound recommendations for corrective action.

Ability to physically perform activities such as climbing ladders of all types, crawling through manholes and plenums, walking long distances over rough terrain, and climbing long flights of stairs.

Possess good oral and written communications skills.

Qualification Requirements

In order to be considered for employment all applicants must meet the minimum qualification requirements. Applicants should include all relevant education and work experience on their application.

Qualifications

Graduation from high school or possession of high school equivalency certificate; college level technical or engineering courses desirable; ten (10) years inspection experience in traction power rail propulsion; or a combination of education and experience equal to a minimum of ten years in the electrical power construction field.

LICENSE

Possession of, or the ability to acquire, a valid District of Columbia, Virginia, or Maryland passenger vehicle operators permit or a permit from juridiction of residence.

Master electrician license is desirable.

Ability to complete satisfactorily the medical examination for this class
