Announcement:
International Resources Group (IRG), a wholly-owned subsidiary of Engility Corporation,seeks a Legislative Affairs Program Assistant for the U.S. Agency for International Development (USAID) Office of Strategic Planning and Operations (SPO), supporting the Asia Bureau. The Legislative Affairs Program Assistant will assist the Congressional Liaisons for Asia from the Legislative and Public Affairs Bureau (LPA) in providing administrative and programmatic support for the Outreach Teams development of a comprehensive Congressional program to ensure accurate and positive presentations of the Asia Bureau development and reconstruction programs and activities to Members of Congress.
Responsibilities:
As an employee of IRG/Engility, the Legislative Affairs Program Assistant is not authorized and must not supervise, commit, or represent resources on behalf of the Government, or perform inherently governmental functions in any shape or form. Work must be performed under the supervision of a USAID Direct Hire (USDH). Within these limitations, the incumbent will:
- Perform the administrative and programmatic tasks pertaining to the organization and coordination of hearings and briefings on Capitol Hill; including scheduling with bureau staff, preparing briefing materials, and providing follow-up information.
- Assist the LPA Congressional Asia Liaison(s) in drafting all major program documents, such as the Budget Justifications, Annual Reports, Integrated Country Strategy Plans, and Mission Performance Plans, as needed, to ensure readability and quality of presentation.
- Collaborate with the LPA Congressional Asia Liaison(s) to craft success stories and prepare official responses, fact sheets, Congressional testimony, senior staff talking points, briefing memoranda and papers, analytical papers, and questions and answers.
- Assign, review, and coordinate responses to Congressional inquiries, including reviewing prior history, determining whether the inquiry can be answered on the basis of existing policy, and assuring, if necessary, full review by pertinent program staff and bureau senior management officials prior to transmittal.
- Assist in researching and drafting the analysis and synthesis of information and provide time-critical oral and written reports and updates to both internal and external audiences.
- Assist in managing and scheduling official visits; help organize and implement special events that include Congressional staff.
- Track and coordinate completion of Congressional correspondence in the Bureaus for Asia; maintain a tracking database that identifies the status of all legislative correspondence, briefings and testimony, including all related briefing materials, talking points and testimony.
- Maintain both electronic and hardcopy archives of related correspondence, briefing materials, talking points and testimony in accordance with USAIDs records management protocols.
- Work with LPA in coordinating training to bureau staff in legislative affairs processes and communication.
- Perform records management and other duties related to legislative affairs as assigned by Outreach Team Leader and SPO management.
- Bachelors degree or equivalent in government, communications, international development, international relations, international affairs, political science, or other relevant field.
- More than one year of experience working with congressional or committee offices on Capitol Hill.
- Knowledge of Hill procedures and the political arena.
- Strong interest in relief, development, and reconstruction issues in post-conflict and transitional societies.
- Ability to analyze and clearly and effectively communicate development and reconstruction issues, both orally and in writing.
- Excellent interpersonal skills; excellent organizational skills; ability to work effectively as a member of a team; ability to effectively establish and manage often competing priorities.
- Ability to obtain a SECRET-level security clearance (U.S. citizenship required).
- Masters degree preferred.
- At least two years of experience working with congressional or committee offices on Capitol Hill preferred.
- Preference given to candidates with experience living/working/volunteering in a developing country.
Candidates will be subject to a security investigation and must be able to meet the eligibility requirements to initially obtain an interim security clearance and subsequently maintain a final secret-level security clearance issued by the U.S. Government (U.S. citizenship required).
