This position is located in the Strategic Systems Program (SSP) Headquarters, Washington Navy Yard D.C., reporting to the Deputy Director, SSP. If selected, you will be serving as the Associate Director for the SSP Office of Small Business Programs (OSBP), responsible for compliance with all Public Laws to facilitate maximum participation in the SSP acquisition program by small businesses and other concerns subject to socioeconomic considerations. Effective administration of small business programs has significant impact upon the national economy and is subject to Congressional interest and inquiry. You will be assisting in the management and development of policies and procedures for the OSBP under cognizance of SSP Headquarters.

As a Procurement Analyst, your duties will include:
- Assisting and providing recommendations in planning, developing, and managing the overall SSP OSBP program for maximizing utilization of small businesses.
- Assisting with the management and oversight of program implementation within the Command.
- Performing duties as assigned by the Director, SSP and SSP leadership.

Basic Education Requirement
A Bachelors degree that includes at least 24 semester hours any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). OR
An exemption from the educational requirement because you are a current career or career-conditional Department of Defense employee, or active duty military member, and prior to September 30, 2000 was appointed to a contracting officer position with authority to award or administer contracts above the Simplified Acquisition Threshold (SAT). OR
An exemption from the educational requirement because you are currently employed in the contingency contracting force. OR
An exemption from the educational requirement because you are currently appointed to a developmental position in a DOD-approved Contracting Professional Developmental Program.
Your resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private or public sector evaluating contracting policy for the procurement of supplies or services through negotiating and awarding contracts. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience include:
- Initiating, developing, and recommending contracting policies and procedures for the guidance and control of subordinate contracting activities.
- Evaluating and recommending disposition on requested waivers to statutory requirements.
- Participating in the development of policy as a representative to special task groups within the agency or department.
- Providing advice and guidance on contracting matters to project managers and contracting officers at subordinate contracting activities.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional training, experience and possibly education. Applicants should meet the DAWIA Certification requirements for the Contracting Career Field and be certified at Level III at the time of application. REQUIREMENTS:
Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
Selectee is required to participate in the Department of Defense direct deposit of pay program.
