This position is located in the Veterans Benefits Administration (VBA), Vocational Rehabilitation and Employment (VR&E) Service. The incumbent exercises significant responsibility in developing effective VR&E business line procedures and information technology systems. 

  • Functions as a member of VR&Es program and project management team to ensure that there is effective implementation of laws and regulations that govern the VR&E program.
  • Assists in ensuring that the IT systems effectively attain program objectives and remain consistent with substantive and procedural requirements.
  • Conducts continuing information systems review and refinement for transactions and work processes relating to input and output for the VR&E business line.
  • Initiates projects in all existing VR&E systems.
  • Monitors all projects on an on-going basis. Coordinates priorities with other elements (both within and outside of the Service).
  • Works in collaboration with team members or employees to ensure that tasks are completed,, that good working relationship among team and with management are maintained.
  • Prepares responses to budget pass-back inquiries from OMB and Congressional Offices. Narrative and data responses will be clear and concise and reflect accurate information.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Time-in-grade:   Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.

GS-13:  52 weeks at the GS-12 or equivalent.

Experience: 

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is experience in or directly related to the work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. Specialized experience is characterized by a thorough knowledge of advanced management and organizational principles and practices. This experience must have provided you with a knowledge of quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational and project operations. The applicant must demonstrate expert communication skills to present and articulate findings to upper level management.

GS-13: One year of specialized experience equivalent to the GS-12 grade level.

No education requirement at the GS-12 and GS-13 levels.

KSA 1 – Knowledge of the Vocational Rehabilitation & Employment program.  Specific knowledge of VA IT infrastructure and system development. 

KSA 2 - Knowledge of the VA and the VBA mission.

KSA 3 - Ability to manage (plan, organize, direct, review, etc) work activities in a fast-paced, service oriented environment.

KSA 4 - Ability to communicate effectively orally with all levels of management officials, various groups or individuals on a wide range of subjects pertaining to VR&E benefits issues.
