Sr. Supervising Engineer, Protection & Telecom - NERC (13208)

We are seeking a Sr. Supervising Engineer, Protection & Telecom - NERC to join the staff at our Washington DC location. This position independently performs work requiring in-depth understanding of engineering principles, theories, standards, concepts and techniques in the area of Relay Protection & Telecommunications. Ensures work conforms to project/task requirements, including defined scope, quality standards, schedule and budget. Provides supervision and leadership to personnel in developing, coordinating and executing of a variety of operations projects/ activities. Assigns work, explaining procedures/process, training personnel and identifying/solving issues/problems. Acts as a technical expert in areas of responsibility. Develops solutions to problems of major complexity which require regular use of creativity and ingenuity, exercising considerable latitude in determining technical objectives for specific assignments. Identifies and helps solve problems by bringing to bear needed resources and information. Develops and nurtures relationships with key technical counterparts, trade allies and customers within and outside the Company and other external stakeholders. Provides expert testimony as required.
Job Requirements
Required
- Bachelor of Science degree in Electrical Engineering. (ABET accredited)
- 7 years of progressive, relevant engineer experience as described below
- Experience demonstrating skill overseeing/participating in the development of engineering standards related to substations (for example, protective relaying, distributed RTU’s, equipment specifications and the integration of protective relays/controls/communications).
- Experience demonstrating skill reviewing drawings and programmed logic functions for protection and control systems.
- Experience demonstrating skill evaluating and assisting in the development of algorithms for automation and control of smart relays and distributed LAN devices.
- Experience demonstrating skill evaluating the operational performance of protective relays and the associated equipment, conducting breaker evaluation studies, and calculating equipment ratings.
- Experience demonstrating skill interpreting, checking and generating (sketching) relay and control schematics and functional diagrams.
- Experience demonstrating skill applying knowledge of Industry standards (e.g., IEEE, ANSI, NEC, NESC, NEMA, DNP-3.0, Modbus, IEC61850).
- Familiarity with NERC, RFC, CIP, and/or PJM compliance standards applicable to the electric maintenance aspects of utility operations/planning/engineering.
- Experience demonstrating skill managing engineering projects/activities or as a lead for an engineering project team.
- Experience demonstrating skill building relationships with individuals internal and external to the organization.
- Experience demonstrating skill promoting and ensuring a safe work environment and compliance with Federal, state, local and company regulations (for example, OSHA, Sarbanes-Oxley).
- Experience demonstrating skill leading and/or directing others.
- Experience demonstrating skill supervising others to include monitoring performance, conducting performance appraisals, coaching and counseling employees.
- Experience demonstrating skill using PC-based word processing, spreadsheet, database, presentation, and e-mail software.
- Ability and willingness to work in a variety of work environments including outdoors in all weather conditions, on or around energized electrical equipment, in confined spaces, underground, and in noisy and dirty environments.
- Ability and willingness to wear and use safety equipment as required by Federal, State, Local and Company regulations.
- Ability and willingness to work extended hours (including holidays and weekends) with little or no notice, on-call and during storms and system emergencies. Ability and willingness to travel to various locations and work sites.
- Ability and willingness to perform a second role in accordance with PHIs Emergency Preparedness Guidelines for all employees.
- Must be certified as a tag holder or have the ability and willingness to obtain certification within 6 months of entry to the position.
- Must possess a valid driver’s license.
- Must successfully pass a Criminal History Records Check.
- Must successfully pass a medical screening to include a drug test.
- This position is a NERC Regulated position. As such, a background check will be conducted on the incumbent every seven years. Additionally, the incumbent will be required to complete annual NERC compliance training.
Preferred:
- Masters degree in Electrical Engineering.
- Professional Engineering license.
- Experience demonstrating skill providing leadership, direction and professional development to a staff of engineers and technical support personnel in the planning, developing, organizing, coordinating and executing of a variety of engineering projects/activities or environmental issues/programs.
- Experience demonstrating skill representing a company on industry/external issues (for example, providing expert testimony, participating in industry/organizational committees).
- Experience demonstrating skill assisting in the development and/or monitoring an operating and/or capital budget.
- Experience demonstrating skill developing and conducting formal presentations.
- Experience demonstrating skill using SAPPM or ASPEN Relay database software.
