The primary purpose of this position is to serve as a key advisor to that Chief Privacy Officer/Freedom of Information Act Officer, Deputy Chief Privacy Officer, and other DHS officials on privacy policy and is responsible for developing departmental privacy policy guidance, outreach and training across the Department that promote adherence to fair information practice principles.
This position is located in the Department of Homeland Security (DHS), Office of the Secretary and Executive Management, Privacy Office.

· Provide authoritative advice and guidance to the Chief Privacy Officer, Deputy Chief Privacy Officer, and other Senior DHS Officials regarding privacy implications of DHS programs and policies.
· Direct, review, advise on, and conduct complex analyses, evaluations, or investigations in support of organizational programs, systems, and processes, including areas where definitions, methods, and/or data are incomplete, controversial, or uncertain, or where boundaries of studies are extremely broad and difficult to determine in advance.
· Direct, plan, organize, and carry out complex government affairs, with specific responsibility for overall management, coordination, and administration relationships with privacy and disclosure stakeholders.
· Serve as the lead in implementing privacy policy by developing and documenting long-and short-range planning efforts including resources projections, priorities, justifications, etc.
· Perform technical and administrative supervisory work by assigning and reviewing work, approving leave, recommending and/or providing training, recommending the resolution of minor disciplinary issues, and proposing performance standards and appraisals.

Specialized Experience:
Applicants must have one year of specialized experience in private industry, public service, non-profit or volunteer work that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
GS-15: One year of full-time specialized experience equivalent to the GS-14 grade level in the federal government performing all of the following: 1) develop an organizations privacy policy guidance, outreach, and training to promote adherence to fair information principles; 2) provide oversight, liaison, and evaluation of privacy policies for the organization and its stakeholders; 3)evaluate current privacy policies and programs; and 4) develop options to resolve problems and formulate proposals to meet future privacy needs.

Substitution of education in lieu of specialized experience may not be used for this grade level.
SUPERVISORY POSITION: As this is a supervisory position, applicants must have demonstrated in their work experience that they possess, or have the potential to develop, the qualities of successful supervision. An interview may be included in the evaluation process to assess these abilities. Applicants should possess proficiency or the potential to develop proficiency in the following ten competencies: 1) accountability; 2) customer service; 3) decisiveness; 4) flexibility; 5) integrity/honesty; 6) interpersonal skills; 7) oral communication; 8) problem solving; 9) resilience; and 10) written communication. Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy.
