SUMMARY:
This is a highly technical and professional position that involves maintaining, updating, and upgrading a secure and stable Computer Aided Dispatch System for the Metro Transit Police Department. The incumbent in this position performs highly technical work in the development, maintenance, and support of the system. The incumbent provides technical oversight for the day-to-day operation of the various police information systems including such modules as computer-aided dispatch (CAD), records-management system (RMS), and database management for crime analysis. The incumbent is expected to have substantial contact with department staff to ascertain systems needs and provide user assistance.
MAJOR DUTIES:
Provides support for MTPD CAD/RMS suite of applications. Configures, monitors, and maintains access security for the CAD/RMS System. Implements and maintains network and database components, including diagnostics, serves as the central resource for reviewing and analyzing problem reports from users, and provides subsequent contact with vendor Support personnel.
Provides training to the Police Department on CAD/RMS to leverage system capabilities in support of police operations.
Develops reports and assists Police divisions on custom report writing. Works with MTPD on quality control, workflow operations, and table changes within the CAD/RMS suite of applications.
Performs initial, preliminary problem diagnosis. Performs basic problem resolution for the system and its users, and restoration of service. Performs change administration duties, monitors change activities as they are implemented into production, and reports change successes/failures.
Provides application support for Police Officers using the CAD/RMS system.
Assists with the creation, enforcement and implementation of policies and procedures for user logons, server and internet access, and other necessary functions as set forth by the Department of Information Technology.
Coordinates and communicates with the assigned IT Support Technician on all system changes, direction, planned upgrades and other matters pertaining to the Spillman application
Remains abreast of new developments regarding CAD/RMS systems and related technologies, to the extent that these developments may benefit WMATA and MTPD, and make recommendations regarding such developments. Implements policies, procedures, and standards to ensure conformance with WMATA, MTPD, and IT objectives.
Coordinates and performs installation and testing of vendor software, application module upgrades, database upgrades and system back-up recovery functions.

Qualification Requirements
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge in the techniques and procedures for administrative, law enforcement, and business applications.
Knowledge in operational principles and characteristics of network server and web-based systems.
Working knowledge of Access, SQL, and Oracle databases, as well as database backup and recovery functions and procedures.
Understanding of the Windows operating system environment, networking, and TCP/IP addressing. Prior experience with Visual C++ and the ability to diagnose and replace hardware is desired.
Ability to speak and write clearly and effectively and to deal with others in a diplomatic, but persuasive, manner.
Ability to independently plan, design, and carry out assignments in accordance with established policies and practices of the office.
Ability to provide after hours support coverage on an as-needed basis.
Available for after-hours and weekend work on a scheduled as-needed basis, as well as on an emergency basis to support assigned projects.

Qualifications
Graduation from an accredited college or university with a Bachelors Degree in Mathematics, Computer Science, or related field. Minimum five (5) years progressively responsible experience in diversified information systems, communications systems management, and technical experience in a large organization. Three (3) years experience administering CAD/RMS systems. One (1) year work experience with relational databases.
Or, an equivalent combination of post-high school education and minimum seven (7) years progressively responsible experience in diversified information systems, communications systems management, and technical experience in a large organization, and five (5) years experience administering CAD/RMS systems.
LICENSE/CERTIFICATE:
Microsoft Systems Engineer certification preferred.
Experience working in a large-scale public or private sector transportation and/or transit organization may be considered in lieu of education if the candidate can effectively demonstrate functional/technical competence and progressive responsibility.
