The Naval Research Laboratory is the corporate research laboratory for the Navy and Marine Corps and conducts a broad program of scientific research, technology and advanced development. The position is covered by the Naval Research Laboratory (NRL).
This position will be rated using a Deferred Inventory. Depending on the vacancy availablility, your application may or may not be rated or referred.
Seeking college/university graduates with bachelors degrees or higher. Applications can be accepted from students who expect to complete qualifying education within 9 months from the date of application
This position has promotion potential to the NO-1102-03 grade level. If selected below the full performance level, the candidate may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Some of the duties for this position are: (1) soliciting, evaluating, negotiating, and awarding contracts with commercial organizations, educational institutions, nonprofit organizations, and State, local or foreign governments for furnishing products, services, construction or research and development to the Federal Government; (2) administering contracts by assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost or price proposals and accounting systems data; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of Federal socioeconomic goals, such as those affecting small business, labor surplus areas, and disadvantaged business firms; (7) developing acquisition strategies and directing or managing procurements; and (8) providing staff advisory services in one or more of the specializations in this occupation.
QUALIFICATIONS REQUIRED:Back to topMINIMUM EDUCATION:
In order to qualify for this position, you must have successfully completed (or will complete within 9 months) a baccalaureate degree from an accredited educational institution AND have completed 24 semester hours (or the equivalent) of study from an accredited institution of higher education in any of the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
This position has a Selective Placement Factor (screen-out) which will also be used to determine minimum qualifications for this position. Applicants not possessing this Selective Placement Factor will be found ineligible for this position.
The Selective Placement Factor is: Possessing a 3.5 culmulative GPA or higher in the education indicated above under MINIMUM EDUCATION.
Note: Grade point averages will be rounded to one decimal place. For example, 3.45 will round to 3.5 and 3.44 will round to 3.4.
