·  Executive Leadership and Oversight: Lead and oversee the development of Department-wide strategies, policies, programs, plans, and initiatives for targeting the DHS cyber workforce.

·  Staff Supervision: In support of the Executive Director, supervises a team who provides timely and comprehensive human capital and workforce planning support to DHS Components to enable the effective execution of DHS missions.

·  Strategic Human Resources (HR) Guidance: Ensure the provision of outstanding HR guidance, training and development guidance, and professional support to targeted DHS managers, supervisors, and employees.  Provide technical expertise and leadership in developing and implementing targeted human capital programs.

·  Workforce Planning: Collaborate with DHS Component leadership and direct staff efforts to develop, evaluate, validate, and implement strategic workforce planning approaches necessary to identify critical cyber skills and competencies and implement related human capital programs and activities.  Oversee the design and development of a cyber surge capacity force (i.e. a cyber reserve force).

·  Strategic Project and Program Management: Monitor the progress of strategic and tactical goals, and make recommendations on adjustments to such goals, as necessary.  Exercise project and program management responsibilities for highly complex analytical studies, plans and organizational designs affecting long and short-term goals.  Provide expertise in human performance technology (HPT) and Instructional Systems Design (ISD) to guide development of needed training, certifications, and qualifications.

To qualify at the grade GS-15, applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors).  This experience must include activities such as 1) advising managers on human resources, laws, regulations, policies, and methods related to staffing; 2) analyzing and interpreting human resource management practices, procedures, and techniques related to workforce planning; and 3) leading and directing the work of human resources personnel.


Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

New employees must serve a one year probationary period.

This position may be designated as essential personnel.  Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, acts of terrorism, or lack of funding.  Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. § 7501-7533 and 5 CFR Part 752, as applicable).

 

This position may require random drug testing.

 

NOTE:  As this is a supervisory position, applicants must have demonstrated in their work experience that they possess, or have the potential to develop, the qualities of successful supervision.  An interview may be included in the evaluation process to assess these abilities.
