This position is located in the Biomedical Advanced Research and Development Authority (BARDA), Office of the Assistant Secretary for Preparedness and Response (ASPR), Office of the Secretary (OS), Department of Health and Human Services (HHS), Washington, DC.

The incumbent will serve as an expert and authority on issues involving Chemical, Biological, Radiological and Nuclear Threats (CBRN), Pandemic Influenza (FLU) or Emerging Infectious Diseases (EID).  Incumbent manages complex projects and programs providing technical oversight of the manufacturing, testing, clinical and non-clinical, regulatory, and quality aspects of advanced development and acquisition programs for medical countermeasures.  Provides scientific and program management expertise in identifying, addressing and coordinating research initiatives relevant to development of assigned countermeasures.  Incumbent analyzes concepts and factors during development of criteria, establishing priorities relative to long-mid and short-range management strategy.  Incumbent conducts inspections of projects including performing surveillance of contractor processes, problem investigation and resolution, validation of corrective action and technical coordination. Develops and submits operating budgets for maintaining facilities and systems. Reviews and approves or disapproves all request that obligate resources ensuring alignment with the goals and objectives of the organization. Leads teams of technical and scientific experts or individually conducts in-depth studies, reviews and evaluation and assessments of issues, proposals and programs.  Incumbent provides day-to-day leadership and guidance, both to technical and administrative staff.  Plans work to be accomplished, set and adjust short-term priorities and assigns work based on priorities.  Plans and adjusts work operations to meet changing or emergency program or production requirement within available resources and with minimum sacrifice of quantity or quality of work.  Develops Performance Evaluation Plans and formally evaluates employee performance.

BASIC QUALIFICATIONS REQUIRED: A degree: major study in an academic field related to the health sciences appropriate to the work of the position.

AND

SPECIALIZED EXPERIENCE: For the GS-15, one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.  Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, managing an integrated systematic approach to the development and purchase of the necessary vaccines, drugs, therapies, and diagnostic tools for public health medical emergencies. These public health medical emergencies include chemical, biological, radiological, nuclear agents, pandemic influenza or other emerging infectious diseases.


Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
