Tribal Affairs Liaision at Washington

The primary purpose of this position is to perform outreach functions with various, assigned components on Tribal issues by maintaining close working relationship and provide them with information, research, and technical support to assist their efforts in securing the homeland. 

This position is located in the Department of Homeland Security (DHS),Office of Intergovernmental Affairs (IGA).

As a Tribal Liaison, the incumbent will be responsible for the following:

  • Serves as an advisor on outreach and department activities that relate to the engagement of Tribal officials and the associations/organizations that represent them, and as the Departments day-to-day Tribal liaison.
  • Supports the overall mission of an organization to serve as a liaison behalf of the agency with Tribal communities and national tribal associations.
  • Prepares briefing and other materials for an organization and Departmental leadership in assigned component areas and Tribal issues, and responsible for input on policies relating to Tribal consultation and coordination.
  • Identifies and resolve policy and legal issues that might impede Tribal response to

Specialized Experience:
To qualify for the GS-13, you must possess one year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as providing day-to-day advisory services on Tribal policy and consultation issues to Tribal officials regarding issues, programs, policies, requirements, and conflicts. Such experience may include:

  • Identifying and resolving policy and Legal issues that might impede Tribal response to an organization initiatives and programs.
  • Identifying and sharing initiatives and programs with appropriate Tribal officials; identifying and resolving requirements of Tribal officials; and coordinating departments activities and initiatives that support Tribal interests.

To qualify for the GS-14, you must possess one year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as researching administrative laws, policies, regulations, and precedents that have bearing on the operations of Tribal governments and their relationship with the Federal government. Such experience may include:

  • Supporting the overall mission of an organization to serve as a liaison on behalf of the agency with Tribal communities and tribal associations.
  • Performing outreach functions, assigned components on Tribal issues by providing information, research, and technical support to an organization.

Substitution of education in lieu of specialized experience may not be used for the grade levels.
The qualifications requirements must be met by the closing date of the announcement.

Current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service. The Time-In-Grade requirements must be met by the closing date of this announcement.


Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for Secret clearance as a condition of placement in this Non-Critical Sensitive position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

  • Knowledge of administrative law, policies, regulations and precedents relating to Tribal audiences or government.
  • Knowledge of the interface and complexities of the Executive Branch, and interface with Tribal audience as well as interaction with State and local audience.
  • Knowledge of Tribal government to prepare and present comprehensive oral briefings and prepare cogent, written materials.
  • Knowledge of Tribal affairs that has a bearing on the operations of Tribal government and their relation with the federal government.
