This position is located at the Naval Sea Systems Command (NAVSEA), Program Executive Office for Aircraft Carriers (PEO Carriers), Future Aircraft Carriers Program Office (PMS 378) at the Washington Navy Yard. You will be responsible for overall management and guidance in balancing the many factors required to establish program priorities, milestones and strategic goals. You will provide management in the acquisition and development of the aircraft carrier force encompassing design, development and acquisition of the future aircraft carriers, as well as maintenance, life-cycle support and modernization of the current carrier fleet to support the Chief of Naval Operations 30 year shipbuilding plan.

As the Business Financial Manager for the Future Aircraft Carriers Program Office, your duties will include, but not be limited to:
· Advising and leading project managers in developing, organizing, analyzing, executing and monitoring planned requirements;
· Administering the ship/systems acquisition processes, policies, regulations, principles and practices for all elements of program management;
· Leading accountability of program management through the phases of system acquisition and sustainment;
· Providing oversight of future carrier financial resources;
· Leading or guiding team members in the financial management tracking, execution and budgeting of Future Carrier budgets; and
· Coordinating the development and reporting of the Earned Value Management (EVM) to ensure compliance with reporting requirements.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of qualifying experience include:
· providing guidance to program leadership on matters relating to financial policies, planning, resource management or procurement;
· utilizing financial management systems to plan or develop program budgets;
· developing obligation plans in accordance with program objectives;
· interpreting the impact of budgetary or program changes to financial planning or strategies; or
· preparing and presenting status reports on program obligations and expenditures.
