This vacancy is for a Pathways Career Intern: Student Trainee (Financial Analyst) position located at the SECs headquarters in the Division of Economic and Risk Analysis (DERA).

The Pathways Career Internship Program targets students accepted for enrollment or currently enrolled in a degree-seeking program (diploma, certificate, etc.) in an accredited/qualifying educational institution, on a full or half-time basis. (Applicants who do not meet the definition of "student" will not be considered.)

This internship is for students who can commit to working year-round. Interns may work full-time or part-time schedules.

At the successful conclusion of this program, you may be eligible for non-competitive conversion to a federal career or career-conditional position.

Any required investigations and clearances must be completed before the selectee can be placed in the position.

Cumulative GPA of 2.5 must be maintained throughout the entire internship appointment.

This position is in the excepted service.

Probationary or trial period required.

Relocation expenses will not be paid.

This is a bargaining unit position.

The duties described may differ slightly at the developmental grade levels.  Assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:

·  Provides financial analysis for assigned area of responsibility responding to requests for analytical support and financial information related to the statutes administered by the assigned SEC organization.

·  Performs financial reviews and research of financial data, documents, and/or reports, analyzing and recommending solutions to disclosure issues, resolving issues related to various financial filings, addressing accounting and auditing questions, analyzing financing structures, identifying financial risks, monitoring financial trends in the industry, and/or identifying areas of interest for SEC investigations or examination.

·  Collects, maintains, analyzes, and develops analyses for senior staff relative to industry, professional, academic, and media financial information, data, and releases concerning financial changes, trends, and problems within the securities industry. Reviews and analyzes material to identify trends/problems that warrant attention of senior staff.

·  Collects financial data from a variety of sources analyzes and summarizes the information. Compiles search results for written or oral presentation. Reviews financial

·  data to identify alleged or potential violations of federal securities laws and regulations with an emphasis on financial issues. Prepares reports or other documents related to work assignments.

·  Collaborates with senior staff in the preparation of comprehensive documents/ reports covering all phases of financial research and analysis relative to assigned area of

·  responsibility. Reports include summations of all areas of review covered, conclusions reached, and recommendations for action. Exercises discretion in the collection and

·  presentation of facts as any outgoing documentation is a reflection on the agency.

·  Serves as a resource providing financial information and responding to inquiries from SEC managers, the securities industry, and the public. Displays an up-to-date knowledge and understanding of the assigned specialized area of financial analysis and changes in legislation and regulations that impact agency processes, and utilizes technological advancements.

·  Provides technical support to senior staff engaged in developing and preparing guidance on a variety of complex financial issues arising from interpretation and application of statutes administered by the assigned SEC organization.

Pathways candidates must meet the qualification requirements consistent with the OPM qualification standards applicable to the position being filled.

  • Candidate must be enrolled or accepted for enrollment on a full or half-time basis as a degree-seeking student.
  • Cumulative GPA of 2.5 must be maintained throughout the entire internship appointment.
  • 18 years or older at the time of appointment.
  • Degree does not have to be related to the position/series; however to be eligible, candidate must meet the OPM qualification standards for the position to which the Intern may be converted.


Individual Occupational Requirements

Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Grade 09 Education: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

To be eligible for this position you must possess the qualifying experience, education, and/or a combination of both.

All qualification requirements must be met by the closing date of this announcement.

HOW YOU WILL BE EVALUATED:

In order to qualify for this position at the grade 09 level you must possess one of the following:

1.  One year of specialized experience at least equivalent to the GS/SK-07, which includes performing at least two of the below duties: (a) applying financial knowledge of current economic methods and statistical techniques to the analysis of financial data; (b) assembling large financial datasets by merging information across standard multiple financial databases (e.g., CRSP, Compustat, Datastream, TAQ, TRACE, Worldscope) and from financial disclosure documents; and/or (c) using statistical software (e.g., SAS, STATA, R, SPSS, Gauss) or computer programming languages (e.g., C++, Perl, Python, MATLAB) for economic and financial data analysis.; or

2.  Masters or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; or

3.  Possess an equivalent combination of experience and education.

 

Candidates will be assessed based on basic eligibility requirements (either Agency- developed standards or the OPM Qualification Standards for the position being filled). Veterans preference applies to selection for positions in the Pathways Programs. Selections must be made in accordance with the requirements of 5 CFR part 302, veterans preference laws, and OPM guidance.
